Saburo Tamaru (Hidetoshi Niaigima) is a stoic and serious man used to be a member of Public Foreign Affairs Division and observe undercover investigations to reveal Asia-wide espionage or new cults. He was scouted to join the special mission unit after having been transferred to elsewhere from the division due to a particular incident.

A former self defense personnel Akira Inami (Shun Oguri), and a former member of the Public Foreign Affairs Division, Saburo Tamaru (Hidetoshi Nishijima) belongs to a secret Special Investigation Team which is connected to Daiki Kaji's (Kyozo Nagatsuka) national police agency.
One day, Keisuke Udagawa (Jin Shirasu) suddenly appears in an open area surrounded by tall skyscrapers with a bomb wrapped around his neck, causing a huge panic in the area. Even though he's the son of a Ministry of Foreign Affairs minister, Keisuke had been getting into trouble with the police in the past with drugs and assault offences, but he had never been arrested due to his father's elite position. The criminal who set this all up wanted to get back at Keisuke's father for concealing his son's offences. The criminal demands the minister to apologize to the public on national news about this. If he doesn't, he states that his son will be executed in front of the whole public. The Special Investigation team immediately gets contacted about this and must deal with the horrifying situation.
A free journalist who stated about a "national crisis" to Saburo Tamaru (Hidetoshi Nishijima), dies in a mysterious death. Akira Inami (Shun Oguri) and Saburo Tamaru (Hidetoshi Nishijima) begin their investigation on the matter. However, they get involved in a battle with an assassin who's out to kill them for their involvement in the case. Saburo Tamaru (Hidetoshi Nishijima), received a photo from the free journalist before his death, and also was uttered the word "Alice". This becomes the subject of their investigation. There is also some speculation that the government is involves in this mysterious matter.
